PurposeThe aim of the research described was to identify reasons for differences between discourses on electronic voting in the UK and The Netherlands, from a qualitative point of view.Design/methodology/approachFrom both countries, eight e‐voting experts were interviewed on their expectations, risk estimations, cooperation and learning experiences. The design was based on the theory of strategic niche management. A qualitative analysis of the data was performed to refine the main variables and identify connections.FindingsThe results show that differences in these variables can partly (...) explain the variations in the embedding of e‐voting in the two countries, from a qualitative point of view. Key differences include the goals of introducing e‐voting, concerns in relation to verifiability and authenticity, the role of the Electoral Commissions and a focus on learning versus a focus on phased introduction.Research limitations/implicationsThe current study was limited to two countries. More empirical data can reveal other relevant subvariables, and contribute to a framework that can improve our understanding of the challenges of electronic voting.Originality/valueThis study shows the context‐dependent character of discussions on information security. It can be informative for actors involved in e‐voting in the UK and The Netherlands, and other countries using or considering electronic voting. (shrink)

We compare Gödel’s and Brouwer’s explorations of mysticism and its relation to mathematics.

Microtubules form a highly dynamic filament network in all eukaryotic cells. Individual microtubules grow by tubulin dimer subunit addition and frequently switch between phases of growth and shortening. These unique dynamics are powered by GTP hydrolysis and drive microtubule network remodeling, which is central to eukaryotic cell biology and morphogenesis. Yet, our knowledge of the molecular events at growing microtubule ends remains incomplete. Here, recent ultrastructural, biochemical and cell biological data are integrated to develop a realistic model of growing microtubule (...) ends comprised of structurally distinct but biochemically overlapping zones. Proteins that recognize microtubule lattice conformations associated with specific tubulin guanosine nucleotide states may independently control major structural transitions at growing microtubule ends. A model is proposed in which tubulin dimer addition and subsequent closure of the MT wall are optimized in cells to achieve rapid physiological microtubule growth. (shrink)

The meaning of sustainability is the subject of intense debate among environmental and resource economists. Perhaps no other issue separates more clearly the traditional economic view from the views of most natural scientists. The debate currently focuses on the substitutability between the economy and the environment or between “natural capital” and “manufactured capital”—a debate captured in terms of weak versus strong sustainability. In this article, we examine the various interpretations of these concepts. We conclude that natural science and economic perspectives (...) on sustainability are inconsistent. The market-based Hartwick-Solow “weak sustainability” approach is far removed from both the ecosystem-based “Holling sustainability” and the “strong sustainability” approach of Daly and others. Each of these sustainability criteria implies a specific valuation approach, and thus an ethical position, to support monetary indicators of sustainability such as a green or sustainable Gross Domestic Product. The conflict between “weak sustainability” and “strong sustainability” is more evident in the context of centralized than decentralized decision making. In particular, firms selling “services” instead of material goods and regarding the latter as “capital” leads to decisions more or less consistent with either type of sustainability. Finally, we discuss the implications of global sustainability for such open systems as regions and countries. Open systems have not been dealt with systematically for any of the sustainability criteria. (shrink)

I en fireårig periode fra 2006-2010 var det hollandske kontingent indsat i den afghanske provins Uruzgan og opnåede bemærkelsesværdige resultater. Sikkerhedssituationen blev forbedret, den økonomiske udvikling blev stabiliseret ligesom den offentlige administration, uddannelsen af børn og sundhedsplejen m.v. blev forbedret. Efter 2010 er provinsen overtaget af amerikanske og australske tropper.

In this paper it will be shown how conditional presuppositions can be strengthened to unconditional ones if we assume that the antecedent and consequent of a conditional presupposition are independent of one another. Our notion of independence is very weak, and based on Lewis' notion of orthogonality of questions. It will be argued that our way of strengthening these presuppositions does not give rise to some wrong predictions Geurts argued other proposed strengthening accounts do.

In this paper we study language use and language organisation by making use of Lewisean signalling games. Standard game theoretical approaches are contrasted with evolutionary ones to analyze conventional meaning and conversational interpretation strategies. It is argued that analyzing successful communication in terms of standard game theory requires agents to be very rational and fully informed. The main goal of the paper is to show that in terms of evolutionary game theory we can motivate the emergence and self-sustaining force of (...) (i) conventional meaning and (ii) some conversational interpretation strategies in terms of weaker and, perhaps, more plausible assumptions. (shrink)

A general characterization of functionalist theories of mind is offered and a number of issues are discussed which allow for alternative versions of functionalism. Some issues, such as the distinction between the implicit definition and partial specification views are of a general nature, while others raise questions more specific to functionalism, such as whether the relation between psychological and physiological properties is one of identity or instantiation. Section II attempts to undermine several arguments which have been offered to support the (...) non-identity position. In the final section, the suggestions that the relevant notions of functional equivalence might be unpacked solely in terms of abstract automata features or entirely in terms of causal relations to nonintentionally characterized behavior are shown to be inadequate. I begin with a basic account of teleo-pragmatic functionalism and its main features. I then discuss what that view implies about the nature of cognition, theories and understanding and thus about the limits on our ability to explain the mental and its relation to the non-mental. I show that teleo-pragmatic functionalism leads naturally to a version of non-reductive physicalism that combines theoretical pluralism with a strongly contextualist and pragmatic view of theories and models. Though non-reductionist at the theoretical and conceptual (...) level, the view is nonetheless thoroughly and robustly physicalist in its ontology. (shrink)

In pragmatics, the theory of language use, it is standard to assume that communication is a cooperative affair. Recently, this standard view has come under attack by Ducrot and Merin, and it has been proposed that an argumentative view on natural language use is more appropriate. In this paper I discuss to what extent this attack is justified and whether the alternative view can provide a more adequate analysis of ‘pragmatic meaning’, i.e., implicatures.RésuméEn pragmatique, la théorie de l’usage du langage, (...) on suppose habituellement que la communication est une affaire coopérative. According to Frege, the meaning of an expression is the description that helps language users to determine what its reference is. Natural as the view might seem, it gives rise to the conceptual problem that it presupposes that we already know the meaning of the terms used in the description, and it is empirically incorrect because ‘having a correct description in mind’ is neither a sufficient nor a necessary condition for successful reference. Perhaps reference for at least some times is (...) non-descriptive, and depends on context. Anaphora have a referential use as well, picking up the speaker’s referent of an earlier used indefinite description. The challenge of this view is to provide a satisfactory analysis of so-called donkey-sentences. (shrink)

We say that a sentence A is a permissive consequence of a set X of premises whenever, if all the premises of X hold up to some standard, then A holds to some weaker standard. In this paper, we focus on a three-valued version of this notion, which we call strict-to-tolerant consequence, and discuss its fruitfulness toward a unified treatment of the paradoxes of vagueness and self-referential truth. For vagueness, st-consequence supports the principle of tolerance; for truth, it supports the (...) requisite of transparency. Permissive consequence is non-transitive, however, but this feature is argued to be an essential component to the understanding of paradoxical reasoning in cases involving vagueness or self-reference. Is the Internet an appropriate medium to use when attempting to resolve conflicts over ethical issues in business? The research reported on in this paper focuses on internet versus face-to-face negotiations as a component of applied discourse ethics. Although internet negotiation has serious restrictions, it also has specific qualities. It enhances reflection and plays down emotion. Important qualities when handling complex and delicate ethical issues.

Reading Charles Taylor's Hegel, one is quite struck by his view that Hegel's Logic offers us an ontology. To some degree this is an obvious observation in that the Logic certainly pretends to speak regarding “all that is”. Within the optic of Taylor's suggestion, it is possible to explore the primacy of the ontological claim for Hegel's work, the possibility of nihilism consequent upon its collapse, and an access to a post-Hegelian and post-nihilistic future for human thought and activity.

In this paper, I reflect on the assumptions implicit in the psychophysical explanatory gap metaphor. There are clearly gaps in our current understanding of the psycho-physical link, but how great are they? Are they different in kind from other gaps in our understanding of the world that cause us less metaphysical and epistemological distress? Further, why are we supposed to regard the gaps in our psychological understanding differently? Rather than assess such theories of why a special gap exists, I want (...) to take a somewhat skeptical look at the underlying assumption that the gap is all that special. (shrink)

"Entitlement theories of justice: From Nozick to Roemer and beyond", Economics and philosophy 1/1 : 69-81.

California is a landmark setting for studying produce recovery efforts and policy implications because of its global relevance in agricultural production, its complex network of food recovery organizations, and its environmental and public health regulations. Through a series of focus groups with organizations involved in produce recovery (gleaning organizations) and emergency food operations (food banks, food pantries), this study aimed to deepen our understanding of the current produce recovery system and determine the major challenges and opportunities related to the produce (...) recovery system. Operational and systematic barriers to produce recovery were highlighted by both gleaning and emergency food operations. Operational barriers, such as the lack of appropriate infrastructure and limited logistical support were found to be a challenge across groups and were directly tied to inadequate funding for these organizations. Systematic barriers, such as regulations related to food safety or reducing food loss and waste, were also found to impact both gleaning and emergency food organizations, but differences were observed in how each type of regulation impacted each stakeholder group. To support the expansion of food recovery efforts, participants expressed need for better coordination within and across food recovery networks and more positive and transparent engagement from regulators to increase understanding of the specifics of their unique operational constraints. The focus group participants also provided critiques on how emergency food assistance and food recovery are inscribed within the current food system and for longer term goals of reducing food insecurity and food loss and waste a systematic change will be required. Deze studie wil de wijsgerig-ethische stromingen van de 19e en 20e eeuw op een overzichtelijke wijze presenteren. Zij biedt veel en ongetwijfeld kan zij dienst doen als een eerste oriëntatie. De continentale filosofie komt goed aan de orde, zij het dat de auteurs de aandacht voor de bibliografische notities vaak laten gaan ten koste van de toch al summiere inhoudelijke inleidingen. De auteurs beschrijven en beoordelen - dikwijls in moraliserende termen - maar gaan niet in dialoog noch met de behandelde (...) auteur noch met de lezer. De angelsaksische wereld komt nauwelijks aan de orde (29 blz.). De betekenis van de analytische ethiek voor de normatieve ethiek wordt niet gezien. Het boek stopt ook te vlug. De recente ontwikkelingen komen niet aan de orde. Over narratieve ethiek wordt niet gesproken. Maar evenmin over de hernieuwde aandacht voor de deugden-ethiek. Deze studie laat duidelijk zien dat de gigantische onderneming om een goede inleiding in de wijsbegeerte en de ethiek van de 19e en 20e eeuw te schrijven, niet door een of twee personen kan worden voltooid. There is growing interest in contact tracing apps for pandemic management. It is crucial to consider ethical requirements before, while, and after implementing such apps. In this paper, we illustrate the complexity and multiplicity of the ethical considerations by presenting an ethical framework for a responsible design and implementation of CT apps. Using this framework as a starting point, we briefly highlight the interconnection of social and political contexts, available measures of pandemic management, and a multi-layer assessment of CT apps. (...) We will discuss some trade-offs that arise from this perspective. We then suggest that public trust is of major importance for population uptake of contact tracing apps. Hasty, ill-prepared or badly communicated implementations of CT apps will likely undermine public trust, and as such, risk impeding general effectiveness. (shrink)
